T. HUNTER PRESTI

Hunter has more than a decade of experience on the House Committee on Transportation and Infrastructure (T&I), where he has led many of the Committee’s most significant aviation and surface transportation bills. He uses his experience in developing, drafting, and negotiating legislation at the highest levels to help clients translate their priorities into workable legislative outcomes.

A co-founder of Trellis, Hunter most recently served as Policy Director for House T&I under Chairman Sam Graves (R-Mo.), where he directed the Committee’s policy agenda and strategy across all subcommittees and issue areas. He also served as Staff Director of the Subcommittee on Highways and Transit. In these roles, Hunter managed the development and markup of the BUILD America 250 Act, a bipartisan, long-term reauthorization of Federal surface transportation programs, and directed execution of the Committee’s reconciliation instructions under the One Big Beautiful Bill Act, which delivered historic funding for air traffic control and Coast Guard modernization.

Hunter served on the staff of the Subcommittee on Aviation from 2014 to 2025, including as Staff Director from 2022 to 2025. He was the lead House negotiator on the bipartisan FAA Reauthorization Act of 2024, the longest and most comprehensive reauthorization of Federal aviation programs ever enacted. He drafted and negotiated substantial portions of the Aircraft Certification, Safety, and Accountability Act, the FAA Reauthorization Act of 2018, and numerous other bills and legislative provisions.

Hunter earned a Bachelor’s degree in Political Science and History from American University, a Master of Professional Studies in Legislative Affairs from George Washington University, and a Master of Arts in Defense and Strategic Studies from the U.S. Naval War College.
