BRIANNA MANZELLI

Brianna has nearly 15 years of policy, advocacy, and communications experience in Washington, D.C., with deep expertise in aviation and transportation. She has worked at senior levels on Capitol Hill, at the Federal Aviation Administration (FAA), and within industry. Her experience gives her uniquely sharp insight into how policy gets made from each side of the table, and she uses that perspective to help clients anticipate outcomes and advance their priorities.

Before co-founding Trellis, Brianna most recently was Managing Director for Legislative Policy at the Cargo Airline Association (CAA), where she led the legislative agenda for the nation’s all-cargo air carriers. She developed advocacy strategy on member priorities, represented the industry before Congress on FAA reauthorization and other aviation legislation, and built coalitions with aviation associations and broader transportation industry partners.

Brianna served as a Senior Advisor and Communications Director to Senator Mitt Romney (R-Utah), providing counsel and executing the rollouts for major policy initiatives including the Bipartisan Infrastructure Law. She also served as Assistant Administrator for Communications at the FAA, where she was the agency’s chief spokesperson and a senior advisor to Administrator Steve Dickson. She helped lead communications and policy crisis response through the Boeing 737 MAX recertification and the COVID-19 pandemic, giving her firsthand insight into how the agency operates under pressure.

Brianna began her career on Capitol Hill on the communications team for the Senate Commerce, Science, and Transportation Committee under Chairmen John Thune (R-S.D.) and Roger Wicker (R-Miss.), ultimately leading the Committee’s communications. In these roles, she worked on a variety of issues across its broad jurisdiction, including high profile rail issues, the 2018 FAA reauthorization, and congressional responses to several high-profile crises, including the 737 MAX crashes.

Originally from Massachusetts, Brianna earned a Bachelor’s degree in Politics from The Catholic University of America. She lives in Virginia with her husband and their two children.
